when the death sentence awarded to the appellant can be converted into a sentence of imprisonment for life ?

We are also of opinion that all the courts including this Court overlooked consideration of the probability of reform or rehabilitation and social reintegration of the appellant into society. There is no meaningful discussion on why, if at all, the appellant could not be reformed or rehabilitated.In Ramesh v. State of Rajasthan13 an opinion was expressed in paragraph 76 of the Report that since the appellant therein had been languishing on death row for more than six years that would be a mitigating circumstance in his favour – the death sentence awarded to the appellant is converted into a sentence of imprisonment for life.
